Western Governors University got its start a bipartisan meeting of the Western Governors Association. Utah governor and association chairperson Mike Leavitt realized that distance-learning technologies presented a solution to a pressing problem confronting western states: rapid growth in population and the strain on limited public funds for educational services this growth caused. Chartered in 1996 and incorporated as a private, non-profit university in 1997, Western Governor’s University began accepting students in 1999.
