Absolutely not! While students may be required to participate in video chats or download and watch lectures from their personal computers, they will also be expected to complete assignments that do not necessarily involve a computer. Depending on the nature of their courses, students may be required to participate in conferences or labs, visit museums or even conduct research involving interviews.
A lot of online course material is also printable, meaning that students can print out their reading or lecture assignments, and be able to study away from their computers.
